A Curcial Issue : Are Ceramic bearings louder than stock SS bearings ? Is that worthy Upgrading ?

Some guys say that Ceramic Reel Bearings are very noisy ... It is true?Are much more noisy as the stock bearings ?

Yes ,They are slightly louder due to the ceramic balls with Lube Dry .As tested it  before oil .But when you spin the dry Stainless steel bearings , it comes the same result , noisy as well .

Then compared in the same condition again  , both oiled . they both are getting quieter .   All in a word , Ceramic hybrid bearings or Stainless Steel bearings needs to be oil if you care about the noise . Agreed...this a crucial step!  Utilize a Dremel for the best results.

For second question , is that worthy the upgrade ? 

Sure.
